Does the October 6 upgrade affect Ethereum mainnet?

No. The scheduled activation is on Sepolia, and Ethereum has not announced a mainnet date.

Why does 200 million gas require a setting?

Prysm 7.2.0 and Teku 26.9.1 have a documented 60 million default for Sepolia. Operators who want to propose at 200 million must apply the version-specific option.

Do ETH holders need to move funds?

No. The Ethereum Foundation says mainnet users and ETH holders have no action to take for the Sepolia testnet upgrade.
