Why it matters

Cohere's actual product is sovereignty. The Aleph Alpha deal makes the strategy explicit: two mid-tier national champions merging to sell governments and regulated industries an alternative to American hyperscaler AI. Skeptics say its models trail the frontier — Cohere's answer is that for a defense ministry or a bank, running on your own hardware is the capability that matters, and the frontier labs won't ship it.
